Power Tempest has a low learning curve with a lot of small tricks to increase your DPS and is currently a very viable build on big and medium hitboxes.
It buffs your subgroup's DPS, depending on the composition, by 800 - 1200 DPS thanks to the static charge your party gains when using finishers inside . This, combined with a strong burst, makes it a viable pick for short phased medium or big hitbox fights.
While the burst of Power Tempest is the strongest in the entire game on big hitboxes for the first 17 seconds, it eventually evens out with Sword Weaver and Staff Weaver while you are casting your fourth , and gets progressively worse than those builds the longer the fight takes.
This build is rather beginner friendly and can be picked up rather quickly. Mastery of precasting and will help you greatly.

Use off cooldown.
There is a small window of time after you have cast and gone back from to where you have the 10% modifier from overloading as well as the 250 Ferocity from the buff. You want to use your most damaging skills, such as or in that window whenever possible
