This is due to Dragon Slash otherwise being a low priority skill that will be easily interrupted. With Auto Attack disabled, only moving your character or other higher priority actions can interrupt Dragon Slash.

Notes

Use new charges of as soon possible.

Move forward before . You lose time waiting for the movement portion of this skill.
Keep one charge of Flicker Step for when you charge Dragon Slash—Force after to close the gap.
